What is with the German obsession with dubbing games and films?

What is it with American games released in Germany being dubbed into German instead of subtitled? More often than not, it's a rushjob. Oblivion has pretty bad voice acting, missing lines of dialogue, skipping lines of dialogue, text that they forgot to translate, the signs are still in English. In The Godfather 2, it's wierd and lame for them to be speaking German. In World at War, it's absolutely immersion-breaking for US and USSR troops to be speaking German. What happened to discreet subtitles? They even go as far as to dub DLC that comes out months after the game. It's not like they are doing a good job of dubbing, what's the point?
