What was Bill Clinton trying to accomplish with his candidate X,Y speech, saying that he agrees with ?

It works in a perfect world. Unfortunately we live in a world where Bush has been the president for 8 years and McCain wants 4 more years of the same. I'd sooner take my chances with a talking raccoon than vote for McCain.
